I think someone spotted the car and plate a long while back and the plan to adapt it into a future episode was always the intention.
It's like when we see something on the street or parking lot and make a post on OPPO later on. Top Gear is so fiction, the part where "they purchase it for the challenge" is way made up. I'm sure they knew about this plate and car for a good long while just waiting to use it in an episode.

I think everyone (the public) who knew Top Gear knew that this was them inciting trouble. I think it's kind of funny that they spent so much time digging up records to show that it was registered 20 years ago, as if this would make it legit. As soon as I saw they were in Argentina and had an "FKL" license plate, I knew it was planned as well as anyone else did. So why the elaborate plans to try to explain it away? Afraid of losing funding by BBC? They know damn well they've got BBC by the BBBalls, so again, why try to explain away a piece of mischief, especially one that worked so resoundingly well for them?
